That is a plausible reason. In fact, the Van Der Graaf generator experiment is very popular with girls having light and long hair. In contrast Bean’s hairstyle is usually short and stiff:)

Simple sice the van der graaf attracted the negative charge in his jakcet instead of that of his body and instead of the positive charge flowing through his body and going into his hair(which makes it go up) the positve charge remained in the jakcet and becouse of the material it remaned charged and when passing near the trash it attracted the trash in it until Bean became like a van der graaf generator and passed the charge to the police officer. Am i right ??

Well, you don’t have to. The generator is only uncharged when it is earthed by your hands. Something that Bean actually did!!
